Background and Resources
BACKGROUND
Britain now has seven million mobile phone users. Their location can be pinpointed within 15.2 m even when they are not making a call. Some phone companies store this information for two years. Civil liberties proponents describe it as "just like illegal bugging." Couple this with the data being stored via smart cards, tollboth monitors, traffic video cameras, video surveillance at work, massive interlinked data bases, etc. London, Press Association, Feb 3, 1997.
